FCC/CE Testing and Certification for Toys & Hobby Electronics

Whether you’re building an educational robot or a high-flying drone, your product needs to meet regulatory requirements before it can legally hit the market. For products sold in the U.S., that means FCC testing. For those heading to Europe, CE certification is essential. And in many cases, you’ll need both.

If you’re a product developer, startup, or established toy brand, understanding what’s involved in FCC and CE certification can feel overwhelming. There’s technical jargon, test reports, lab approvals, documentation requirements—and that’s before you even get into the wireless communication side of things.

We specialize in FCC & CE compliance for devices of this type and can make the testing and certification process simple, so you can bring your device to market successfully.

Types of Toys & Hobby Electronics We Can Test & Certify

We work with a wide variety of toys and DIY electronics. If your product contains electronics, emits radio frequencies, or connects to the internet or other devices, it likely needs testing. Here are just some of the devices we help bring to market:

  • R/C Drones
These typically contain wireless transmitters, GPS modules, and high-frequency motors—all of which require thorough EMC and RF testing to comply with FCC and CE rules.

  • Toy Transmitters
From walkie-talkies to infrared controllers, toy transmitters must meet strict emission standards to prevent interference with other devices.

  • Smart Toys
These toys often use Bluetooth or Wi-Fi to connect with apps or other devices. They require radio testing and sometimes cybersecurity evaluations for CE compliance.

  • Remote Control Cars
A classic hobby item with radio frequency components that need RF exposure and electromagnetic compatibility (EMC) testing.

  • Educational Robots
STEM kits that teach coding and robotics often include microcontrollers, wireless modules, and motors. These elements must meet both FCC and CE requirements for emissions and immunity.

  • DIY Electronics Kits
Kits that let users build circuits, robots, or IoT projects are great for learning—but even unassembled kits may require certification if they include pre-programmed modules or transmitters.

  • Flying Toys
Whether they’re propeller-powered or gliders with embedded electronics, flying toys often include radio components, LEDs, or motion sensors that bring them under FCC/CE scope.

What to Know About FCC & CE Certification for Toys & Hobby Electronics

FCC certification applies to any electronic device emitting radio frequency energy and sold in the United States. That includes unintentional emitters (like microcontrollers and power supplies) and intentional emitters (like Bluetooth, Wi-Fi, and RF modules). Toys that communicate wirelessly almost always require FCC Part 15 testing.

For CE certification, things are a bit broader. Products sold in the EU must meet a range of directives—like the Radio Equipment Directive (RED), EMC Directive, and Low Voltage Directive (LVD), depending on their components. If your toy uses radio or electrical power, CE marking will be required, and proper technical documentation must be kept on file.

One key difference: CE certification is a self-declaration process, meaning the manufacturer is responsible for ensuring compliance and holding the documentation. FCC, on the other hand, requires submission to a certified lab and often an official grant of equipment authorization.

Both certifications may require:

  • Lab testing for RF emissions and immunity

  • Safety evaluation (for electrical toys)

  • A technical file (including schematics, manuals, and test reports)

  • Labeling requirements (e.g. FCC ID, CE mark placement)

  • Ongoing compliance if the design changes
