What is RED for LMR Radios?

These are the technical requirements for radio transmitters and receivers used in the Private Mobile Radio (PMR) service. Sole responsibility for conformity assessment falls on the Manufacturer. If you supply a radio product into EU member states, including EEA, EFTA, etc. then this RED applies to radio products, including non-radio products which incorporate a radio module i.e. Transmitters, Receivers, and Transceivers. EU has instructed radio products, including non-radio products which incorporate a radio module for receiver performance and the impact efficiency of spectrum efficiency. It is an essential requirement of the RED.

Why is this directive important?

The “Manufacturer” is responsible for initial assessment and compliance of the device and for ongoing compliance of the products they supply. Importers and distributors are responsible for supplying a compliant device. Importer must add their label to packaging. Distributor must only distribute compliant devices. Equipment must show identifying numbers and contact details for responsible parties and must still be CE Marked. Manufacturer name and address must be on the device, on the documentation for small devices. Traceability of the product is very important.

Technical Documentation

A Single Declaration of Conformity (DoC) with all applicable Directives is created by the manufacturer or whoever is branding it, or their authorized representative. Technical Documentation must be kept by the manufacturer for 10 years and provided to any “market surveillance authority” upon request. It is submitted to a Notified Body to get an EU type examination certificate. DoC must contain all information of traceability, manufacturer name, address, Notified Body (if used), product (hardware, software, accessories), a list of standards used, signed and dated. A simplified DoC statement can accompany the radio product, with a web link to the full DoC, or in the user manual, a separate paper, or on the product packaging.

1. Product safety – Including RF Exposure, electrical safety, etc.

2. EMC performance – Emissions and immunity, radio link and all other operational modes and features.

3. Radio performance – Operation and spectrum sharing of the transmitter and/or receiver.
