FCC/CE Testing and Certification for Electric Mobility Devices

If you’re developing an electric scooter, e-bike, or hoverboard, you know that performance, safety, and design are key. But before your product can hit the streets–or the market–there’s a critical step you can’t skip: FCC and CE certification.

Electric mobility devices aren’t just about motors and batteries. They often include wireless features like Bluetooth, GPS, or app connectivity, and they’re packed with electronic components that can generate electromagnetic interference (EMI). Whether it’s a self-balancing scooter or a motorized skateboard, these devices must comply with strict U.S. and European regulations. We help manufacturers and innovators like you get through compliance quickly–so you can focus on getting your product moving.

Types of Electric Mobility Devices We Can Test & Certify

If your mobility device has a motor, battery, or wireless connectivity, it likely falls under FCC and CE requirements. Here are some of the products we regularly handle:

  • Electric Scooter
With motors, controllers, and often Bluetooth connectivity for app integration, e-scooters require EMC, RF, and electrical safety testing.

  • E-Bike
Electric bicycles include battery systems, motor controllers, and sometimes GPS or wireless features–all needing thorough compliance checks.

  • Hoverboard
These self-balancing devices combine complex electronics, motors, and Bluetooth speakers–requiring EMC, RF, and CE safety certification.

  • Electric Skateboard
Motorized boards with wireless remotes or app control need RF testing for communication systems and EMC testing for the motor drive electronics.

  • Personal Mobility Device
Whether it’s a compact transporter or last-mile solution, these devices often use wireless tech alongside powerful electronics–falling under multiple compliance directives.

  • Self-Balancing Scooter
Includes gyroscopes, sensors, motors, and wireless features–meaning a mix of EMC, RF, and electrical safety requirements.

  • Kick Scooter with Motor
Even lightweight motorized scooters with basic electronics require emissions testing and, if connected, RF compliance.

What to Know About FCC & CE Certification for Electric Mobility Devices

For the U.S., FCC certification applies to any device emitting radio frequency energy. For electric mobility products, this typically includes:

  • RF testing for Bluetooth, WiFi, or GPS modules

  • EMC testing for unintentional emissions from motor controllers, batteries, and electronic displays

  • Compliance with FCC Part 15 for wireless communication

For Europe, CE certification is broader. Depending on your device’s features, you’ll need to comply with:

  • The EMC Directive for electromagnetic compatibility

  • The Low Voltage Directive (LVD) for battery and electrical safety

  • The Radio Equipment Directive (RED) if your device includes wireless features

  • Potential machinery or transportation-related directives depending on classification

FCC certification requires accredited lab testing and, in some cases, formal authorization. CE certification is self-declared, but you’re responsible for ensuring full compliance and maintaining a detailed technical file.

You’ll typically need:

  • EMC and RF testing

  • Safety evaluations for batteries, chargers, and motor systems

  • Technical documentation (schematics, manuals, test reports)

  • Proper labeling (FCC ID, CE mark)

  • Retesting if you change wireless components, firmware, or key electrical systems
