What Devices Require FCC Certification?

Intentional vs. Unintentional Radiators
Devices are classified by the FCC as intentional radiators or unintentional radiators. Intentional radiators are devices that deliberately use radio frequencies for communication, such as Wi-Fi, Bluetooth, cellular and radio devices.
Unintentional radiators are devices that do not use radio frequencies intentionally, but may still emit radio frequencies as a byproduct of their normal operations.
